What is being decided?

Council is seeking community comment on the draft Road, Kerb and Footpath Asset Management Plan, with feedback to be considered prior to the adoption of the final Plan.

Background

The Road, Kerb and Footpath Asset Management Plan forms part of the Council’s greater Asset Management Strategy. The Plan outlines the future path for renewal, replacement, and upgrades of Road, Kerb and Footpath assets, whilst detailing the future financial implications and whether the strategy is sustainable into the future.

Pursuant to Section 122(1a)(b) of the Local Government Act 1999, Council must develop and adopt infrastructure and Asset Management Plans, relating to the management and development of infrastructure and major assets by the Council for a period of at least 10 years. The Asset Management Plan must be consistent with Council’s Strategic Plan, Long-term Financial Plan and Annual Business Plan.

The plan details the maintenance and capital expenditure required over the life of the road, kerb and footpath assets. The Plan includes financial attributes and indicators such as annual depreciation, 10-year works programs for renewal and upgrade, as well as annual expenditure required for operations and maintenance. Asset Management Plans undergo a full revision every four years, the works programs are reviewed annually.

The financial information in the Asset Management Plan informs the preparation of Annual Business Plans and Council’s Long Term Financial Plan and provides information to Council on the affordability and sustainability of the road, kerb and footpath assets into the future.
