What is being decided?

Council is seeking community feedback on options to upgrade the land currently used as public car park in Railway Terrace, Beachport.

Background

In September 2019, Council sought community feedback on a proposal to revoke the community land status and sell the land. Most responses rejected the proposal, preferring it to be redeveloped into a town square with some land retained as official sealed car parking.

In February 2020, Council considered the feedback and resolved to allocate funds for the development of a concept design. In March 2020, Council officers presented a draft concept design to upgrade the carpark and add a community space, to be known as ‘Beachport Anchorage’.

Community consultation for the Beachport Anchorage concept design was then conducted via a survey during March and April 2021. A well-attended community consultation meeting (Community Vision Session) was then held at Beachport Bowling Clubrooms on 21st February 2024, where the Beachport Anchorage proposal was discussed. The verbal feedback received at this public meeting helped to reinforce the view, from the community survey, that the carpark design should maximise the number of carparks and minimise the amount of extra amenity associated with the carpark development.

Officers then developed further options based on this feedback and in August 2024, Council resolved that public consultation be undertaken on these further options. It should be noted that in each option, one carparking spaces has been allocated as a loading bay for the adjacent Australia Post operation.

Generally, there is no shortage of carpark spaces in and around central Beachport. However, during peak holiday periods, demand exceeds supply in central Beachport and near the waterfront.

What are the options?

There have been six (6) options developed for consideration. With the exception of Option 1, each provides for basic single phase power supply to support a potential market day operation in space.

It should be noted that implementation of any of the other four options presented does not preclude the future development of the ‘Beachport Anchorage’ option (Option 5). If preferred, the Anchorage option would probably involve a delayed implementation, while funding is sought for the much larger project.
