What is considered a township within the Wattle Range Council area?

    What is a By-law?

By-laws are local laws made by Council that manage and regulate matters under its care and control. They are created to address the specific needs within the local area and assist Council in protecting the convenience, comfort and safety of the local community.

By-laws complement Council's responsibilities and powers under both state and federal legislation. The process for a Council to establish a By-law is set out in the Local Government Act 1999(External link).

How does Wattle Range Council enforce its By-laws?

By-laws are enforced similarly to both State and Federal laws. Council has authorised officers who monitor compliance with by-laws and have the power to issue fines for non-compliance.

Why is the review being undertaken?

By-laws must be reviewed every seven years in accordance with the Local Government Act 1999.

A review is undertaken to ensure that the by-laws are relevant, effective, meet the current needs and expectations of the community, and are up to date with current legislative requirements.

    What are the main changes?

Council has prepared a short summary of the main changes to each By-law. View the summary of changes.

This summary table also includes links to the detailed changes of each by-law presented to Council.

How can I provide feedback on the proposed By-laws?

Members of the community can provide feedback on the proposed By-laws by:

    • posted to PO Box 27, Millicent SA 5280
    • hand-delivered to any of Council’s offices
    • uploaded via the link below
    • or emailed to council@wattlerange.sa.gov.au

Feedback will be received until 9am Monday, 13 July 2026

    What happens next?

All feedback received during the consultation period will be considered and a report will be presented to Council. Council will vote to adopt the by-laws during a meeting of the Council where at least two thirds of the Elected Members are present and where an absolute majority supports their adoption.

Once adopted by Council, the proposed by-laws will be published in the South Australian Government Gazette and referred to the Legislative Review Committee for consideration. If there are no objections or comments from Parliament, the by-laws will take effect four months after they are Gazetted.

What if I have over three cats?

If the Cats By-law is adopted there will be a staged introduction of some of the rules including the maximum number of cats which will come into effect on the 1 July 2027.

Council will work with affect cat owners in relation to this new rule. For example, if you have over three cats exemption may be available for registered cats which will be assessed on a case by case basis.
