Community Land Management Plans
What is being decided?
Council is seeking community feedback on the draft Community Land Management Plans (CLMPs) in accordance with it's Community Engagement Policy.
Background
Wattle Range Council owns, or has the care, control and management of a wide variety of Community Land across its district. All Local Government Land (except roads) that is owned by Council or under Council’s care, control and management is deemed as Community Land, unless the Land has been specifically excluded from the Community Land classification by resolution of Council.
The Community Land Management Plans group community land into a hierarchy of categories based on similar purposes. The plans detail how Council will develop, manage and maintain the land held for the community’s use and enjoyment.
We have prepared a glossary to assist in identifying which Community Land Management Plan is applied to each parcel of land.
At its meeting on 12 November 2024, Council approved the following Community Land Management Plans for public consultation in accordance with Council's Community Engagement Policy:
- Active Recreation Reserves – Council Owned Land
- Active Recreation Reserves – Crown Land
- Passive Recreation Reserves – Council Owned Land
- Passive Recreation Reserves – Crown Land
- Community Facilities – Council Owned Land
- Community Facilities – Crown Land
- Cemetery Reserves – Council Owned Land
- Cemetery Reserves – Crown Land
- Corporate Resources – Council Owned Land
- Corporate Resources – Crown Land
- Millicent Aerodrome – Council Owned Land
- Millicent Aerodrome – Crown Land
Council is seeking feedback to be considered prior to the adoption of the final Community Land Management Plans.
What is a Community Land Management Plan?
As set out under section 196 of the Local Government Act 1999 (the Act), Council is required to prepare and adopt Community Land Management Plans for all lands that are under Council ownership or care and control that are deemed as community land.
A Community Land Management Plan is a document prepared by the Council, in consultation with the community to provide clarity and direction for the development, management, use and maintenance of its community land that is intended to be modified for community use or occupied under a lease or license, pursuant to sections 196(1)(b) and 196(1)(c) of the Act,
The Act specifies the content that CLMPs must include:
- Identify the land to which it applies
- State the purpose for which it is held by the Council
- State the Council's objectives, policies and proposals for the management of the land
- State performance targets and how the Council proposes to measure its performance against its objectives and performance targets (as far as practicable)
- Be consistent with other relevant official plans and policies about conservation, development and use of the land.

A formal report will be prepared for presentation to Council for consideration and decision.
