Development Infrastructure Policy Review Open for Consultation


What is being decided?

Wattle Range Council is seeking community feedback on its revised Development – Provision of Infrastructure Policy (the Policy). The Policy guides infrastructure requirements for new developments across the Council area, including land divisions, roads, footpaths and vehicle crossovers.

Background

The policy is primarily aimed at providing a framework for new developments that include roads which will ultimately come under Council’s care, control and management.

It helps ensure road and infrastructure standards are consistent, fair and suitable for local conditions. The Policy works alongside the Planning Development and Infrastructure Act 2016 and state and national engineering standards. It also sets out local requirements where needed.

The review is being undertaken to simplify the policy, remove requirements that are no longer considered necessary, and ensure it focuses on matters directly related to the provision of infrastructure within Wattle Range Council area.

The proposed changes will help maintain clear and consistent standards while aligning the policy with current engineering guidelines and local needs. Key changes include clarifying what is meant by current engineering standards, removing fencing requirements from the policy, and updating provisions relating to roads, footpaths and retaining walls.

Summary of Proposed Changes

  • Clarifying what is meany by “current engineering standards”

  • Updated compaction requirements, as per the latest relevant guidelines.

  • Removal of fencing standards as this is covered by the Fences Act 1975

  • Removal of unnecessary drainage requirements and clarifying others

  • Clarification of footpath provision and design requirements

  • Added provision requiring ‘as constructed’ documents/ plans

  • Clarifications and changes to requirements for materials to be used for roadworks, including matters such as the use of recycled materials
  • A new requirement that all roads be subject to pavement design

  • A requirement for road layout to cater for continuous forward movement of garbage trucks

  • Addition of a landscaping clause for retaining walls.

The draft Policy was presented at the Ordinary Meeting of Council on Tuesday, 8 September 2026 where it was then approved to go out for community feedback. See the Report to Council
