In November 2026 coinciding with the general Council election, Wattle Range Council Electors will be asked to vote ‘yes’ or ‘no’ on whether they support the abolishment of Millicent's Proclaimed Shopping District, which is also known as the deregulation of the town's Shop Trading Hours.
Voting 'YES' means you support the deregulation of Millicent's Shop Trading Hours.
This vote supports changing the current Millicent Shop Trading Hours and would allow large shops (retail area exceeding 200m2)and large supermarkets (retail area exceeding 400m2) to open on any day of the year that suits the needs of the business and customers.
Voting 'NO' means you do not support the deregulation of Millicent's Shop Trading Hours.
This vote supports a status quo for the current Millicent Shop Trading Hours and the current restrictions that are in place for large shops or supermarkets on Sundays and evenings.
Smaller shops below the retail floor area threshold of 200m2 (and 400m2 for supermarkets) are exempt and open on any day of the year that suits the needs of the business. These shops are unaffected by the regulated shopping hours or any proposed changes.
The vote to abolish Millicent's Proclaimed Shopping District gives the Wattle Range community a chance to have their say.
Results of the community vote will inform the Council’s decision on whether to apply to the Minister to abolish Millicent’s Proclaimed Shopping District.

Council have developed this impartial information to support the community in their understanding so they can make an informed decision when they go to the polls in November 2026.
Why we are asking the community to vote
The township of Millicent has a very unique retail landscape, in which it is one of just three shopping districts in South Australia that has regulated shop opening hours. Retail trading in all other areas (non-proclaimed districts) is unregulated, meaning retail shops may trade on any day and during any hours that suit the needs of the business.
Council has consulted with the community twice previously in relation to this, most recently in 2017 and prior to that, in 2006. Both consultations resulted in a ‘No’ vote, andthe proclaimed shopping district wasretained.
Council has received feedback that the residents of Millicent and surrounds would like Council to review the regulations, which currently only apply to a handful of businesses across the business district including the town’s supermarkets.
In early 2025, Council received inconclusive feedback from Millicent businesses and has since resolved to further broaden its investigations to the wider community.
