What's being decided?

Wattle Range Council is seeking feedback from the community about the proposed General Wattle Range Code Amendment.

What is a Code Amendment and why is it needed?

The Planning and Design Code (the Code) is the rulebook for how land can be used, developed or divided across South Australia.

In order to rezone land, Council is required to prepare a Code Amendment which will alter the way the existing policies in the Code, apply to an area. For example, a Code Amendment can:

  • Change the zone that applies to land, which encourages or prevents certain types of development from occurring
  • Change the minimum allotment size that applies, in order to encourage new allotments to be created.

What Amendments to the Code are being proposed?

The proposed Code Amendment has been developed in line with the Wattle Range Council Strategic Land Use Plan (the Plan), which was endorsed by Council in August 2022.

It includes an Action Plan that identifies nine immediate priority areas to be rezoned across Millicent, Beachport, Penola and Glencoe which form the basis of the proposed Code changes outlined below.

Site 10. Glencoe

Talking rezoning in Wattle Range

Council hosted a series of drop-in sessions and presentations on the proposed Code Amendment throughout September. This was a chance for all residents, especially those living in or near areas affected by rezoning to ask questions, learn about the proposed changes, and share their feedback. The consultation roadshow held presentations and Q & A's in Glencoe and online and drop - in sessions were held in Penola, Beachport and Millicent.

Next Steps

This consultation is now CLOSED. Feedback was received until Sunday, 26 October 2025 at 11.59 pm. Feedback was considered by Council in December 2025, you can read that report here

A survey will be circulated to those who provided feedback on the Code Amendment to evaluate the engagement. This is a mandatory process before finalising the Engagement Report.

Once the engagement evaluation is complete, the Engagement Report, amended Code Amendment Report and final Amendment will be submitted to the Minister for Planning for a final decision.

    This survey completes the final required step in the code amendment process and will be used to evaluate the engagement process against the State Planning Commission Community Engagement Charter. 

    Your responses will be included in the Engagement Report and provided to the Minister for Planning who will make a determination on the code amendment.

    Before Council finalises the Code Amendment, we would like to hear our community’s feedback on the proposed changes. We encourage you to read or listen to  the information available on Council’s website, which provide more information on all nine sites and what is proposed, before answering the below questions. 

    All responses will be considered before Council finalises the Code Amendment and a copy of the survey results will be made publicly available as part of an Engagement Report later this year. Any personal information, such as your email or address will not be published. However, a list of individuals names or organisations who provide a submission will be made available.
