Have Your Say on the Queen Street Upgrade

Wattle Range Council is seeking feedback on a proposed upgrade of Queen Street between Julian Street West and South Terrace, Penola.

The upgrade aims to improve drainage, reduce flooding impacts and improve access along the street.

We encourage all members of the Penola community to share their views. We are particularly interested in hearing from residents, property owners and businesses on Queen Street, as their day-to-day experience of the street can help inform Council's decision-making.

What has already been decided?

An improvement to Queen Street is needed to address ongoing drainage and access issues.
The street experiences regular minor flooding and, during larger rain events, water can affect private properties. There is also damage to the road edges and verges, and there is currently no footpath.

Council is planning improvements to address these issues.

What can you influence?

Council has committed to improving underground stormwater drainage and constructing new kerb and channel to help reduce flooding risk. However, there are several possible approaches to the street layout.

Because Queen Street has limited available width, decisions will need to be made about how space is allocated between:

  • walking

  • parking

  • traffic movement

  • verge space

  • trees/ landscaping

Your feedback will help Council understand community preferences before a preferred layout is selected.

Why your feedback matters

Queen Street has limited available width. Increasing space for one feature may reduce the space available for another.

People use Queen Street in different ways. Some may prioritise pedestrian access and safety, while others value parking, verge space or maintaining the street's character.

Council is seeking feedback to understand which features the community considers most important. Feedback received will help inform the final design.

Individual responses may be summarised and reported in a de-identified manner as part of Council’s decision-making process.

Next steps

Following consultation, Council will consider community feedback alongside technical requirements when developing the final design.

Initial drainage improvement works are planned to commence in 2027.

Our consultation promise

At this stage, Council is consulting with the community before finalising the street design. We will:

  • listen to community concerns and aspirations
  • consider feedback to help us in understanding local priorities and the preferred balance between pedestrian access, parking, road width and verges. This will be considered alongside technical requirements when determining the preferred design.
  • keep the community informed throughout the process

We recognise that different people use Queen Street in different ways. Residents, businesses, visitors and pedestrians may have different priorities. There is no single right answer, and Council is seeking feedback to better understand community preferences.

Your feedback will be considered alongside technical requirements, engineering assessments and budget considerations when determining the preferred design for the street.
